Insulation Upgrade in Dover, DE

The owners of this Dover, DE home dealt with uncomfortable conditions in their home even though it would seem that they had enough insulation. The insulation fills the cavities in walls so that must be the highest R-Value, right? Wrong! Standard batted fiberglass with an R-Value of 19 is about 6.5" thick.
